"Article 8. - Drivers.


Any moving vehicle or train of vehicles must have a driver. The same shall apply to pack, draught and riding animals as well as to livestock, whether singly or in herds.”

All drivers* must be in a fit state to drive, have the necessary physical aptitudes and possess the necessary knowledge and abilities.
They must be able at all times to perform all the manœuvres required of them and must have control at all times of the vehicle or animals they are driving or riding.

                                          
Unless their vehicle is stationary or parked, drivers may not use a handheld mobile telephone.

Drivers may not leave the vehicle they are driving or the animals they are guiding or keeping without first taking the necessary precautions to avoid any accident and wrongful use by a third party.

If the vehicle is fitted with an anti-theft device, this device should be used.

Drivers may not repeatedly rev the engine when in neutral.

Drivers must also ensure they do not leave the engine running in neutral except when necessary.
