From a SHAPE Member

Before you can purchase a vehicle from another SHAPE member, the seller MUST pass a Controle Technique (CT) inspection for selling, which is only valid for 60 days. Without this, it is not possible to register the vehicle.

Before you can register a vehicle purchased from a SHAPE member, the vehicle must be de-registered. To do this, the seller/buyer must bring the back plate (with sticker) and the bill of sale/invoice (or proof of transaction) to the Central Processing Branch-Registration Section (CEP-RGN), bldg 210, rm 109-110.

Buyers must receive from the seller the following documents:

  • ‘Demande d'immatriculation' (application to register a car, pink in colour); received from the CT centre. During this visit the seller has to request the issue of the document ‘Demande d'immatriculation' from the CT station.
  • ‘Certificate de Visite', to certify that the vehicle is in good roadworthy state.
  • Former registration certificate of the purchased vehicle.
  • Invoice/Bill of Sale. Standard forms are available from the Central Processing Branch-Registration Section (CEP-RGN), bldg 210, rm 109-110.

Buyer has also to bring:

  • A valid green insurance card (with a start and end date) for the vehicle/motorcycle you are registering.

NOTE: Chassis number (VIN) and a Belgian address must be on the green insurance card. You may use your post office address.

If you do not have the green insurance card in hand, the CEP-RGN can call your insurance company to have the documents faxed directly. If you desire this method, you must bring the telephone number (commercial, including country and area codes) with you at the time of registration.


In Belgium

If this is your first vehicle/motorcycle to receive tax-free exemption:

1. Proceed to the Central Processing Branch – Registration Section (CEP-RGN), bldg 210 rm 109-110, with the following documents (IMPORTANT: Sponsor's name MUST be on each document. RECOMMENDED: Sponsor should be the one to register the vehicle/motorcycle):

  • ‘Demande d'immatriculation' (application to register a car, pink in colour) with a 705 label affixed; the date, dealer's stamp and signature in box "W”
  • Original invoice, with the following:
    • Dealer's name, address and T.V.A./V.A.T. number
    • Purchaser's full name (the name of the sponsor, "green” I.D. card holder)
    • The number of the bill of sale
    • The date of purchase
    • Make, type and chassis/VIN number
    • The purchase price (T.V.A./V.A.T. exclusive)
    • The words "EXEMPTION DE LA TVA – ARTICLE 42 ALINEA 3 DU CODE” or "VRIJGESTELD VAN BTW – ARTIKEL 42 ALINEA 3 VAN DE CODE”
    • Personal address MUST be on this document
  • A valid green insurance card (with a start and end date)

NOTE: Chassis number (VIN) and a Belgian address must be on the green insurance card. You may use your post office address.

  • SHAPE I.D. card (only "green” I.D. card holders authorised)
  • €5, initial registration fee (€2 for motorcycles)
  • (USA and CAN) SHAPE driver's license, after having passed written test on the Belgian Highway Code (for vehicles and motorcycles)
  • (MOTORCYCLES, non-USA/CAN) National driver's license or proof of motorcycle driver authorisation

2. CEP-RGN, bldg 210, rm 109-110, clerk will help you to complete SHAPE Form 15-10, VAT & Excise Duty Exemption Certificate.

3. Sponsor(s) will then sign the registration document(s), 705 label and SF 15-10.

4. After 3-5 days, your license plates, vehicle registration document, car entry pass and tax exemption form will be available to be collected from the CEP-RGN office, bldg 210, rm 109-110.

5. You must then proceed to the dealership with these documents to receive your tax-refund.

In the EU
If this is your first vehicle/motorcycle to receive tax-free exemption:
 
IMPORTANT: Sponsor's name MUST be on each document.
RECOMMENDED: Sponsor should be the one to register the vehicle/motorcycle
 
1. Proceed to the Central Processing Branch – Registration Section (CEP-RGN), bldg 210, rm 109-110, with the following documents:
  • Original invoice, with the following:
    • Dealer's name, address and VAT number
    • Purchaser's full name (the name of the sponsor, "green” I.D. card holder)
    • The number of the bill of sale
    • The date
    • Make, type and chassis number of the vehicle
    • The price (T.V.A./V.A.T. exclusive)
  • A valid green insurance card (with a start and end date)

    NOTE: Chassis number (VIN) and a Belgian address must be on the green insurance card. You may use your post office address.

  • (For New Vehicles Purchased in GERMANY) T2L German customs document
  • SHAPE I.D. card (only SHAPE "green” I.D. card holders are entitled to tax exemption. Family members are not entitled to purchase a vehicle free of tax.)
  • €5, initial registration fee (€2 for motorcycles)
  • National registration certificate

NOTE: When the registration certificate is in the name of your spouse, who is not the sponsor, you will need to change ownership into sponsor's name. In such a case, regardless of the age of the vehicle, Contrôle Technique (CT) inspection is required prior to applying for registration at SHAPE. In certain cases, you may need a copy of the certificate of marriage as well.

  • (German national registration) You MUST bring both the "small” and "large” registration documents with the sponsor's name on both documents.
  • (USA and CAN, vehicle and motorcycle) SHAPE driver's license, after having passed written test on the Belgian Highway Code.
  • (MOTORCYCLES, non-USA/CAN) National driver's license or proof of motorcycle driver authorisation

NOTE: Vehicles/Motorcycles purchased in Germany, you must receive transmission plates; with a RED stripe on the RIGHT side of the plate.

2. The personnel in CEP-RGN, bldg 210, rm 109-110, will complete SHAPE Form 15-10, VAT & Excise Duty Exemption Certificate.

3. Sponsor(s) will then sign the registration document(s), 705 label and SF 15-10.

4. After 3-5 days, your license plates, vehicle registration document, car entry pass and tax exemption form will be available to be collected from the CEP-RGN office, bldg 210, rm 109-110.

5. You must then proceed to the dealership with these documents to receive your tax-refund.

Outside of the EU

If this is your first vehicle/motorcycle to receive tax-free exemption:
