IN-PROCESSING: CONTRACTOR
The most important part of your employment at SHAPE will be to register with SHAPE and to complete the in-processing procedure. Parts of this process are required to be completed by your contracting Divisional Security Officer (DSO) in advance. If your contract requires you to have access to secure areas, additional steps are required in advance as well.
Here are the steps your DSO/you must follow to complete this process:
In-Processing: Contractors Step 1
As of 01 December 2007, Contractors working on SHAPE will be in-/out-processed by the Central Processing Branch-Registration Section (CEP-RGN).
Contractors who REQUIRE ACCESS to SHAPE, and to secure areas within the compound, must complete the following steps to receive access pass(es):
Divisional Security Officer (DSO) must complete a SHAPE Form 550 (SF 550-Contractor), to include signature and stamp in block (1.).
- If the contract requires access to secure areas, which require security clearance verification/authorization, the DSO MUST ensure security clearance paperwork is filed in accordance with SHAPE directives. This must be done within a suitable timeframe before the contractor is required to begin work.
IMPORTANT: If you are NOT A CURRENT BELGIAN CITIZEN, you must be registered in Belgium in accordance with SHAPE the Belgium law/Shape directives. This should be completed by your DSO before your arrival.
NOTE: White card holders are only granted entry to SHAPE. They are not authorised tax-free privileges, ration cards or use of SHAPE facilities.
Inprocessing Contractor Step 2
The DSO submits the completed SF 550-Contractor to the SHAPE Visitor's Office, bldg 109, Berlin Gate, or to the International Military Police (MP) Information Desk, bldg 102, main lobby, to receive signature and stamp of approval in block (2.).
- This document must be submitted at least FIVE working days prior to access being granted.
Inprocessing Contractor Step 3
The completed SF 550-Contractor will then be submitted, by the SHAPE Visitor's Office or the MP desk, bldg 109, and to the SHAPE Security Office (SSO), bldg 102 rm 205. Both SHAPE Visitor's Office and SSO will verify and stamp the form in block (3.).
- This form must receive the stamps of the SFP and the SSO.
- SSO will inform the contractor's DSO if the access is not granted or security clearance is not verified/approved.
Inprocessing Contractor Step 4
On the day the contractor's work will begin, the person(s) must report to the SHAPE Visitor's Office, bldg 109, to receive the following:
- Visitor access card and vehicle pass – valid for 1 day.
- SHAPE Form 550-Contractor
In-Processing Contractor Step 5
The contracted person(s) must then proceed with their SF 550-Contrator and a copy of their employment contract to the Status and Classifications Section (RS-STC), bldg 210 rm 111.
- A representative from the office who sponsors the contractor should escort the contracted person at this point.
Inprocessing Contractor Step 6
SHAPE Status and Classifications Section (RS-STC), bldg 210 rm 111, will complete the International Post / Peacetime Equivalent (PE) number and sign and stamp block (4.).
Inprocessing Contractor Step 8
Contracted persons who REQUIRE SPECIAL ACCESS to Class II secure areas should then proceed to the SHAPE Security Pass Office, bldg 102 rm 118, with a completed, signed and stamped SHAPE Security Pass Application (SHAPE Form 1) and ACO Form 107(R)/ACO Directive 70-1 NATO RESTRICTED.
- J1 HMX will sign and stamp these forms upon verification that the security clearance equals the post security requirements.
- For individuals from a non – NATO member country/organization, the signature of the SHAPE Security Office (SSO), bldg 102 rm 205, is also required.
Inprocessing Contractor Step 9
You may now proceed to conduct your contracted employment.
